Navy Yard: Swat team 'stood down' at mass shooting scene

http://www.bbc.co.uk/news/24153252

"One of the first teams of heavily armed police to respond to Monday's shooting in Washington DC was ordered to stand down by superiors, the BBC can reveal.

A tactical response team of the Capitol Police, a force that guards the US Capitol complex, was told to leave the scene by a supervisor instead of aiding municipal officers.

The Capitol Police department said senior officials were investigating............."

"....But multiple sources in the Capitol Police department have told the BBC that its highly trained and heavily armed four-man Containment and Emergency Response Team (Cert) was near the Navy Yard when the initial report of an active shooter came in about 8:20 local time.

The officers, wearing full tactical gear and armed with HK-416 assault weapons, arrived outside Building 197 a few minutes later, an official with knowledge of the incident told the BBC.........."

It is probably true. There were so many agencies/LE officers on the scene IMMEDIATELY that the S.W.A.T. team would have possibly hampered interior operations, but I don't know for sure. Being told to stand down completely would have been a mistake due to more possible shooters. I know a few of the officers that exchanged fire with the perp who was killed, and they tell a different story than the media has been leading people to believe. Take it all with a grain of salt, because this is not over.

What-you were sworn to silence, or something? What are you talking about, different story?

Nothing like that, but OPSEC is an issue because they're still searching for others that "may" have been involved, and possibly blended in with the crowd thus escaping. It is still an active crime scene. The media is already sold on the lone gunman theory because that's apparently what they've been privy to so far. Not that I've been privy to much, but enough to keep me on my toes when I get back there tomorrow.

Oh. I wondered what happened to the black suspect with the sideburns.

I want to express my disdain for something I witnessed during this event. Why in the f*** was the Chief of Naval Operations (CNO) Jonathan Greenert the FIRST individual (along with his wife) to be evacuated from the scene while all this went down? I thought that the Captain was supposed to go down with his ship? Definitely not the case here.

Albeit I am unfamiliar with dignitary operations while in the middle of a crisis, but I thought it to be in poor taste that the CNO left in such a hurry. Is this SOP for dignitaries or does that question violate some OPSEC issue that I'm not aware of? Whatever happened to C2?
