The mythical 'cowboy in the white Stetson' position. My view is that it wasn't Reagan - although he was a member of the cast - but a much broader 'perfect storm' of on-going events related to a synergism in global affairs brought on by technology (info and others), geopolitics (A'stan, Eastern Europe, NATO, EU, SALT/CFE), cultural demands (modern participative democracy and greater economic benefit), and economic (national and regional economic stagnation and market isolation) pressures that broke open the 'crack in the dike' of Soviet hegemony and proved powerful enough to force such change upon the {USSR/CIS/Russia} 'great experiment' in Marxist Socialism.

As far as giving the other side a "peek behind the curtain" so to speak, it's an olde diplomatic technique which can yield either the benefits being sought or a furthering of problems yet to be determined. My greatest concerns with sharing such information with Russia are their pattern of sharing with Iran and the inevitable conflict our decision to share will cause with many of our 'allies' of the moment. However, isolating Russia and allowing them to be left to their own devices is also risky ploy today.

Lets see - the last time I remember something similar it was Clinton giving missile technology to the Chinese for campaign contributions (at least he got something concrete to show for his treason). How did that turn out for the rest of us? :munchin

Well the N.Koreans were able to use that (now Chinese) missile technology to re-engineer the FROGs and SCUDs they got from the Soviets. Don't forget the technology to create quieter propellers for submarines.
