That was the genesis of that same shit making its way into several national-level threat assessments. Pre-retirement (Gott sei Dank) I recall sitting in a working group meeting where we got the "bullets" of the latest assessment (undersigned by the latest Commie DHS lackey), followed by a briefing on the "see something say something" meme. 80% of the room laughed & pointed at each other. COL (our GC) chairing the group that day ran the briefers out of the room with some counsel about "well, there's your peer review - try again."
