That speech was right after Stalin's death. It may have been meant as a message for the Soviet Union as much as the US.

But to the sentiment of the speech, there has to be balance. You need both the sword and the plow.

I find it rather ironic that the impeachment report from the Congress Critters actually quotes this very speech as part of their justification for impeachment. From the preface immediately after they thank everyone:
