That speech was right after Stalin's death. It may have been meant as a message for the Soviet Union as much as the US.

But to the sentiment of the speech, there has to be balance. You need both the sword and the plow.

For others it would depend upon if they sit in a position of power a position of subservience or are a victim or tyranny.

I find it rather ironic that the impeachment report from the Congress Critters actually quotes this very speech as part of their justification for impeachment. From the preface immediately after they thank everyone:

Rather than a mechanism to overturn an election, impeachment was explicitly contemplated as a remedy of last resort for a president who fails to faithfully execute his oath of office “to preserve, protect and defend the Constitution of the United States.”

That words you quoted from their preface, to be used by them, is a vile potion indeed. Codifying the lie.
