I had to review 3-24 when I worked in DOTD at SWC before I retired. Also, drafted TC 31-24 (SF Advisor Handbook) and, after I retired, helped draft FM 3-07.1 (Security Force Assistance). The Army NEVER understood, nor does it understand, insurgency or anything related to it. They never will. Any opinion SWC had was completely disregarded. Nagle was a career Armor officer who happened to study it (like a million others) and said all the right things at the right time. I work with the Regular Army right now and I am truly amazed that they get anything done as conventional minded as they are. For them, the term "out of the box"is a cliche that they dropped (alot) but never really got what it meant.
