It's not just Colorado
It's not just Colorado, brother. The same things happened to New Mexico. I'm no genius, but I can certainly examine recent history and tell how and why it happened/is happening.
The Hollywood clitterati have been coming to Vail and Aspen and Taos for decades for their fabulous ski vacations. In 1992, Ted Fonda and Jane Turner bought a 300,000 acre ranch in Truth or Consequences, New Mexico. The floodgates of liberal rich Californians was opened, after which the "gold rush" turned eastward to Colorado and New Mexico. As it turns out, the cost of living (taxes) in California became so distasteful to the clitterati that they headed east to the friendlier states of Colorado and New Mexico. They brought their twisted liberalism with them, and infected two previously reasonable states.
The really sick part is that they left California for lower tax states; they LOVE their socialism, but they'll be damned if THEY are going to pay for it. THAT is for the peons, you know.
