Network telemetry from the NetBlocks internet observatory confirm that internet connectivity in Belarus has been significantly disrupted as of Sunday 9 August 2020 amid tense presidential elections. The incident is ongoing and increasing in severity as of 4:30 p.m. local time.

Real-time metrics showed an early 50% drop in connectivity affecting international routes several major network operators, first briefly at midnight UTC with high impact to Minsk, then starting again in the morning and spreading to affect most major online services by afternoon. Many online services including social media platforms have become unreachable from midday. The incident is ongoing at the time of writing.
What’s happening in Belarus?

On Saturday, thousands of protesters took to the streets in support of the political opposition. Belarusian President Alexander Lukashenko is seeking a sixth term in office, but faces a rising tide of discontent set to a shifting geopolitical landscape.

On Saturday, news media reported authorities’ plan to shut down internet service during Sunday’s elections. Live data appear to validate technical details in the interview published by Moskovskij Komsomolets, where a telecommunications company employee lists planned restrictions and the time they are allegedly to be implemented to manipulate the elections. Meanwhile Belarus CERT, the national cyber-security response center, issued a seemingly contradictory statement attributing outages to equipment failures following a series of cyber-attacks during the same times.
