If it was chronic wasting disease, the conservation department would have that whole part of the state locked down. They found a few cases of cwd in northern missouri, which was brought in by deer breeders, and the conservation dept is essentially trying to exterminate deer in that region.
I have seen a few very old deer in really bad shape. It's hard for a deer to eat when they run out of teeth.
That deer is really poor. I would probably run that photo by your game warden and see what he says.
