Narrative #1 sounds like the common occurrence I read the Jeds successfully dealt with in 1944 France.

Or the Hekmatyar network in AfPAK.

Internal factional fighting and jockeying for relative post conflict positioning.

If you read the whole thing, you would come across this:

Again, anyone who supports taking these Syrian refugees need to demonstrate if they truly believe in the cause by eating M&M out of a bowl that contains one HCN-laced M&M

Was talking to a Hausfrau the other day about conditions in Germany. She's from Frankfurt. Her relatives who live in small towns are scared out of their mind with more refugees showing up. The towns have absolutely no say in the matter. She lamented how Merkel is supposed to represent the people. I guess Bundesrat und Bundesstaat don't allow provision like the US where individual state can refuse rapefugees. Needless to say, she supports US' not taking any in.
