IMHOO, Abu Bakr al-Baghdadi is no fool. The use of violence is methodical, and precisely tailored to incite the West into an "all -in" approach that ISIS can then exploit to galvanize the fence-sitters moslems into partaking the caliphate cause.
He designs (a least in his mind) that with an apocalyptic battle for the establishment for caliphate, he gets to purify Islam itself. Those who join ISIS' caliphate cause he welcomes, those who do not he views as corrupt muslim and killing them is justified. He is digging his own grave. Even bin Laden and al-Zawahiri advised his predecessor, al-Zarqawi that the turned-inward-polarizing violence is ill-advised. Strategically, Baghdadi's mindset can be very good for us, very very good.
Don't get me wrong, I am "all in" for a surgical intervention with generous dose of psyo...errr....mass media/social media coverage tailored specifically to the non-Western audience. The pope condoning a military intervention is a good start, let's get a few Imam and ulama in it too. Keep the focus on the fellow muslims being slaughtered and alienate Baghdadi as much as possible from his biggest pool of potential recruits/sympathizers...then have "Geronimo" part deux
