The truth is the local sheriff of his county has full authority of the US Constitution. So as I understand the president doesn't control or authority over Constitutional sheriff's. I'd Pray they all have the nuts to do so.

While there is federal preemption in some spheres, and there could potentially be restraints, congress cannot affirmatively command states or their political subdivisions (i.e., their LEOs) to actively DO anything.
The Feds lack the manpower to actively police the nation.

So long as the people, the states, and non-federal LEOs understand this, it's just hot air.
My fear is that the people will request it.

The method of coercion is like anything else (school grants, highway funds); part & parcel of what comes with being on the federal teat. If the state & local authorities (in most states) put it to the citizenry thusly:

(1) We're going to remain serving YOU our state citizens only and not become part of this Federal cabal. Your taxes will go up somewhat as we decline the federal bribes they're using to bully us.
-OR-
(2) We'll become one big happy group of Federales and will protect & serve the shit out of you in any manner we choose (think Mexico). But you get to keep most of your free shit (and may get more when you snitch on your neighbor).

it would be interesting to see the results of such a survey.

Around here Walmart still sells out of .22 faster than they can get it.
I think everyone that use to keep one or two boxes is now trying to keep 2-3 thousand rounds on hand (plus whatever they shoot on any given week).

I'll just say they are still behind as far as I'm concerned
