I remember going through RAGNAR Skulle and hearing that mythical tale about a student from the ME or some other 3rd world nation who had performed poorly, failed and was sent packing, and then a box arriving at the school house a short time later with said student's now disembodied head inside, with a note from the home country apologizing for their soldier's dishonorable performance in representing his country. And ever since then, all foreign students were guaranteed a tab to ensure this human rights violation never happened again.
For the sake of the argument, let's say that story was true. Now, fast-forward to recent times where foreign students decide to go AWOL after getting on US soil, or, as in the case of what just happened the other day, a foreign student goes on a killing spree and his fellow countrymen may very well be knowing and fully culpable accomplices. Once the dust settles, how about we return said "students" back home, sans head(s), with a note that reads: "Apology accepted." Or something more official/business-like, "To avoid any further delay in seeing the offenses against the honor of both countries atoned for, we took the initiative in taking our cut, thus relieving your government of the obligation and cost of shipping necessary for sending their head(s) back. This transaction meets the requirements of the full acceptance of your apologies and consider this matter closed."
