Charges against St. Louis County gun instructor put concealed-carry permits in doubt

CLAYTON • A St. Louis County police records clerk was stumped when a concealed-carry permit applicant presented a certificate showing he had received the required eight hours of firearms training that very day.
She looked at her watch. It was about 1:30 p.m. March 5. She asked exactly when he took the class. It started at 10 a.m., he said. She alerted supervisors.
An undercover sting that followed resulted in criminal charges against Donald Crangle, 52, a prolific trainer of Missouri’s armed citizens and the first to be accused of wrongdoing.
Police are now enlisting other jurisdictions to identify the scope of the problem and are trying to decide what to do with at least 1,770 people toting guns in public on Crangle’s say-so.
Two undercover officers signed up for Crangle’s next class, on March 22, at his north St. Louis County home. In just three hours, Crangle told the 11 students they had completed the course, even though they had not met any of state-mandated criteria, said Lt. Chris Stocker, whose detectives obtained the charges.
“It didn’t even come close,” Stocker said. “He cut corners and he cheated the people he was training. The question is, is this an anomaly?”
The state requires permit seekers to have fired at least 140 practice rounds divided among revolvers and semi-automatic pistols during the training. Stocker said one of the undercover officers fired just seven shots on a range at Crangle’s home before Crangle told him: “I can tell you know what you’re doing,” and stopped him.
The law also requires demonstration of firearm safety, yet the officers said they saw one student turn the muzzle of a loaded weapon toward her own face after it jammed.
They saw another trainee fire at one target but hit the next one over, because of an improperly mounted laser sight. “Crangle told him, ‘That’s OK, at least you hit the center mass,’” Stocker said. “I’m very concerned that the students coming out of there didn’t get the proper training.”
Prosecutors charged Crangle in St. Louis County Circuit Court on March 27 with seven counts of falsifying documents, all misdemeanors.
Now, county police are reaching out to sheriff’s departments in surrounding areas, including the city of St. Louis and St. Charles and Jefferson counties, which also trusted certificates from Crangle in issuing permits.
Crangle did not respond to phone calls seeking comment; no attorney is listed on his behalf in the court file.
TEACHING SHOOTERS
Missouri has allowed citizens to carry concealed weapons since 2003. The sheriff of each county issues the permits, or in St. Louis County’s case, the police department. About 163,000 people have them statewide.
St. Louis County police issue the most. In January and February, the department processed an average of about 700 a month, said Lt. Jeff Burk.
The law requires each applicant to pass a background check and complete a certified training course of at least eight hours. Instructors also must meet specific requirements. Most of the approximately 500 of them in St. Louis County hold credentials from the National Rifle Association, Burk said.
Instructors set their own fees. Crangle charged $80 each. Police said they notified the Internal Revenue Service after Crangle told the class that included the undercover officers that he preferred cash.
The NRA confirmed that Crangle had certification, but did not respond to whether it has been revoked, or answer other questions.
Crangle submitted that certification to the county in 2008. Before he was removed from the list last month, the county issued 1,770 permits to his students, Burk said.
Crangle also is certified in St. Charles County, but sheriff’s Lt. Craig McGuire said he did not know how long Crangle had been teaching students there or how many of the 14,000 permits there are held by Crangle’s graduates.
Mike Guzy, a spokesman for the St. Louis Sheriff’s Department, said Crangle was certified as a trainer in the city in August 2008 and revoked after the county charges. Guzy did not know how many city permits hinged on his training.
Jefferson County Sheriff Oliver “Glenn” Boyer said Crangle had issued not more than a half dozen certificates there.
Crangle’s website for North County CCW says he and a partner provide classes. That partner was not charged.

The reporter on this posted a follow up, after Crangle pled guilty in this case. She emailed me a link to the follow up. Although they didnt get the terminology right, I am grateful that they included his "posing" inthe story.

I sent her an email concerning Crangle, I've no idea where she got the idea we were "Delta Force" veterans.....

I sent her another today and told her we were Special Forces soldiers aka the Green Berets......

His website is still up and he's still stating he's a former Special Forces soldier.

Disabled St. Louis veteran lied to improperly receive disability benefits, feds say

ST. LOUIS • A disabled veteran from St. Louis was indicted Wednesday and accused of lying to improperly receive disability benefits from the Social Security Administration and the Veterans Administration, the U.S. Attorney's Office said.

Donald Crangle, now 57, suffered a back injury in 1985 during a traffic crash while on active duty with the U.S. Army, and determined to be 10 percent disabled, the indictment says. That was upped to 30 percent in 1990.

He was injured again in 1999 while working for the St. Louis Public Schools system, requiring surgery and more than $147,000 in medical bills, the indictment says. The school system and Crangle "stipulated" that he was 44 percent disabled, but was able to keep working until his job was eliminated in August 2003, the indictment says.

Three months later, Crangle asked for and received additional disability benefits from the VA by saying he became too disabled to work in July 2003, the indictment says.

But prosecutors say that it didn't keep him from teaching concealed-carry classes from 2009-2013 and earning a total of $245,000. They said Crangle repeatedly lied to the VA about his employment and fraudulently earned more than $314,000 from the VA and SSA.

Crangle was indicted Wednesday on three counts of theft of government funds and five counts of making false statements.

The gun training classes also got him in trouble. In 2013, he was sentenced in St. Louis County Circuit Court to probation and community service after pleading guilty to four counts of issuing a false instrument or certificate and three counts of providing false information regarding the performance of an applicant.

Prosecutors and police said Crangle cut corners in his gun-training classes, granting certificates to students when they hadn't completed the required training or met the state-mandated criteria. He also was banned from teaching concealed carry permit classes.

Investigators estimated at the time that Crangle taught nearly 2,000 people in St. Louis County. He was also a registered instructor in St. Charles and Jefferson counties as well as St. Louis and Florida.

Crangle once claimed on his website to be a retired veteran of the U.S. Army Special Forces, but a group of Special Forces veterans obtained his military records and posted them online, showing he was a tank driver with an AWOL charge when he was honorably discharged.

In February, Crangle approached Fox2-KTVI's Elliot Davis and complained that the VA had “slashed his benefits.”
