When a report challenging our national security policy of ignoring Islamic supremacism through Islamic law was released during a Capitol Hill press conference on Wednesday (disclosure: I was one of the co-authors of the report, titled: “Shariah: The Threat to America”), among the chief critics were representatives from the Congressional Muslim Staffers Association (CMSA).

This group, which has been briefing both Democrat and Republican congressional leadership in recent months, claiming that there is nothing inherently violent in Islamic law, has a very poor history of embracing Islamic radicals — even al-Qaeda terrorists.

Immediately after 9/11, the CMSA began holding Friday afternoon prayer services on Capitol Hill. Who did they choose to lead them in their prayers? Al-Qaeda sheikh Anwar al-Awlaki, who is currently subject to a kill or capture order issued by President Obama. In fact, video of al-Awlaki preaching to the CMSA was included in the 2002 documentary, Muhammad: Legacy of a Prophet. (That video clip is available to view via the Investigative Project on Terrorism.)

Identified in that clip listening to the al-Qaeda cleric: Nihad Awad, executive director of the Council on American-Islamic Relations (CAIR); then-CAIR communications specialist Randall “Ismail” Royer, who is currently serving a 20-year federal prison sentence on terrorism charges; and CMSA founder and former president Jameel Alim Johnson.

Jameel Johnson is no stranger to PJM readers. In December 2007, I reported exclusively here on an Islamic conference on Capitol Hill that had been scheduled by Johnson, as chief of staff from Congressman Gregory Meeks. The conference was cancelled at the last minute by the House of Representatives sergeant-at-arms when it was discovered that it was to feature a long list of Islamic radicals, some of whom were known to be on the terror watch list.

So when the CMSA leadership whine to the media about anyone offering an alternative view to our failed foreign and domestic policy of submitting to Islamic radicalism, we must look at the record of CMSA as an organization, and its leadership as individuals. They have given radicals and terrorists, such as al-Awlaki, a voice on Capitol Hill.

This infiltration of our highest government institutions is not limited to the CMSA.

In 1991, the first Muslim cleric to deliver opening prayers for Congress was Siraj Wahhaj. Two years later he was named as an unindicted co-conspirator in the 1993 World Trade Center bombing trial. He also served as a character witness for the defense of terrorist leader Omar Abdel Rahman. Wahhaj has openly called for the destruction of American democracy, to be replaced by an Islamic state governed by shariah.

Another regular fixture on Capitol Hill for more than a decade was Abdurahman Alamoudi — friend to Democrats and Republicans alike, and arguably the most prominent Islamic leader in America. As president of the American Muslim Council, he advised U.S. presidents and was courted by a number of presidential candidates. He established the Muslim chaplain program for the Department of Defense, worked with Republican activist Grover Norquist to establish the Islamic Institute lobbying organization, and served on the advisory board for CAIR.

Today, Abdurahman Alamoudi is no longer roaming the halls of Congress, or having lunch at the White House. He was arrested in 2003 and is currently serving a 23-year prison sentence for his role in a plot to assassinate Saudi King Abdullah at the request of Libyan intelligence.

In July 2005, the U.S. Treasury Department publicly admitted that Alamoudi, while he was the most influential Islamic leader in Washington, D.C., was also the top al-Qaeda fundraiser in America.

Treasury officials stated that Alamoudi’s arrest was “a severe blow to al-Qaeda.”

This is precisely the kind of infiltration and willful blindness to the threat to America posed by Muslim Brotherhood front organizations, as cited in our report issued this week. Continuing to ignore this threat, as urged by the CMSA and CAIR, will only lead us further into submission to the advocates of a global Islamic state and the imposition of shariah.

Might security at the White House been over ridden? I don't think the servents ( read Secret Service) is overjoyed with the current occupant. But he and some of his staff seem to have the ability to over ride sound security practices.

When Mohamed Elibiary was appointed earlier this year to the Department of Homeland Security’s newly-formed Countering Violent Extremism Working Group, it was done quietly and without fanfare. It’s hard to believe that this silence was accidental, considering Elibiary’s appearance at a conference honoring Ayatollah Khomeini, his attacks on prosecution of terrorist fundraisers, his active promotion of jihadist ideology godfather Sayyid Qutb, and the threat he made against a Dallas Morning News journalist who repeatedly exposed his extremist views.

But none of that has stopped Mohamed Elibiary from promoting himself as a “de-radicalization” expert courted not only by Janet Napolitano and the Department of Homeland Security, but testifying before Congress earlier this year, giving briefings to the Congressional Research Service, and being hailed by the establishment media.

Perhaps the hardest thing for Elibiary to explain away is his sharing the podium with a rabid anti-American and anti-Jewish speaker who has publicly pledged his loyalty to the Iranian regime, but he has offered several fantastic explanations for appearing at the December 2004 conference honoring the life and works of the “Great Islamic Visionary” Ayatollah Ruhollah Khomeini.

The Dallas Morning News condemned the meeting and its high-profile speakers as a “disgrace”, Elibiary defended his appearance by claiming that he never knew the conference was to honor Khomeini and that he endorsed the conference out of “Muslim unity” and his hopes to present a “moderating counterpoint” – one that apparently was never offered.


When the local CBS affiliate reported that keynote speaker and outspoken Khomeini enthusiast Mohammad Al-Asi had delivered an anti-American, anti-Jewish harangue during the conference, and a 10-year old boy had opened the conference praising Khomeini for reviving “pure Islamic thinking” and calling President Bush “the greatest enemy of the Muslim Ummah”, Elibiary conveniently claimed that he didn’t hear those comments since he had arrived after the boy spoke and before Al-Asi’s speech. He has elaborated on those excuses for speaking at the event on his own website.

More recently, Elibiary has publicly attacked the prosecution the Holy Land Foundation executives who were convicted of raising millions in support of Hamas, and a landmark Supreme Court decision earlier this year that backed federal laws prohibiting material support for terrorism.

When Elibiary testified before Congress earlier this year, his status as a “de-radicalization expert” was challenged by the Investigative Project on Terrorism, who noted his running online feud with Dallas Morning News editorial page editor Rod Dreher over Elibiary’s defense of the godfather of jihadist ideology, Sayyid Qutb. The 9/11 Commission observed that Qutb was instrumental in developing the ideological foundations of Al-Qaeda’s terrorist worldview that justified the 9/11 attacks and inspired Osama bin Laden.

When Elibiary was cited as an expert source by the Congressional Research Service in a study published last November, Dreher recounted some of the defenses made by Elibiary in defense of Qutb in response to an editorial identifying the threat from Qutb’s jihadist ideology. This included Elibiary’s stated position that some who have read Qutb’s writings saw “the potential for a strong spiritual rebirth that’s truly ecumenical allowing all faiths practiced in America to enrich us and motivate us to serve God better by serving our fellow man more.” Dreher reprinted some of Qutb’s statements calling for the establishment of a global Islamic state, the imposition of shariah law, and carrying out violence against non-Muslims and non-compliant Muslims until the entire world is in submission to Allah and Islamic law.

Even more disturbing is an email exchange the two had in 2006, where Elibiary called Dreher “a Klansman without a hood” and warned “treat people as inferiors and you can expect someone to put a banana in your exhaust pipe or something.”

With that in mind, it is hard to understand why the Department of Homeland Security would be embracing Mohamed Elibiary and seeking his counsel. It would be one thing if they understood their outreach to Elibiary as an attempt to engage extremists, but it is clear that Janet Napolitano and her DHS colleagues believes that Elibiary is part of the solution, rather than part of the problem.

One only needs to read the lame recommendations offered by the Countering Violent Extremism Working Group to identify the corrosive effect of trying to mainstream extremists like Mohamed Elibiary is having on U.S. government policy concerning violent Islamic ideology.

The leader of the group that launched the recent parcel bomb attacks radicalised a generation of young Muslims during a “grand tour” of Britain, it can be disclosed.

Anwar al-Awlaki was invited to speak to numerous groups around the country despite being a suspect in the September 11 attacks.

Security sources are concerned that Awlaki’s teachings became so widely acceptable that there are a number of Muslim disciples prepared to follow his advice and launch attacks in Britain.

In a glossy online magazine produced by al-Qaeda in the Arabian Peninsular,in July, Awlaki told his followers: "Assassinations, bombings, and acts of arson are all legitimate forms of revenge against a system that relishes the sacrilege of Islam in the name of freedom."

His disciples include Roshonara Choudhry, who was jailed for 15 years this week after trying to stab the MP Stephen Timms to death for his support of the Iraq war, and Umar Farouq Abdulmutallab, who tried to blow himself up on a flight to Detroit on Christmas Day using a bomb in his underpants.

Both were students at London University when they are thought to have met others who admired Awlaki.

Choudhry spent hours watching his videos on Youtube and told police: “Everybody listens to him and likes him.”

Awlaki was fleeing an FBI inquiry in the US in the wake of his involvement with three of the September 11 hijackers, when he arrived in Britain in late 2002.

But even with such a cloud hanging over him, he was “welcomed with open arms,” according to Alexander Meleagrou-Hitchens, an expert on Awlaki at the Centre for the Study of Radicalisation at King’s College, London.

“It would be no exaggeration to say that his reception was unprecedented – to this day almost no other foreign-based preacher has compared,” Mr Meleagrou-Hitchens said.

Awlaki lectured for the Muslim Association of Britain, the Federation of Student Islamic Societies (FOSIS), and the Islamic Forum Europe (IFE) based at East London Mosque.

He began a “grand tour” of Britain, from London to Aberdeen, as part of a campaign by the Muslim Association of Britain in which one lecture was held in conjunction with the London School of Economics, Imperial College, King’s College and the School of Oriental and African Studies – all part of the University of London.

He became a favourite speaker of a group called JIMAS and was a “distinguished guest” at the Federation of Student Islamic Societies annual conference at the University of Nottingham.

He was also a keynote speaker at the “ExpoIslamia” event held by the Islamic Forum Europe and appeared at an event at East London Mosque called “Stop Police Terror” in which he told his audience: “A Muslim is a brother of a Muslim, he does not oppress him, he does not betray him and he does not hand him over... You don't hand over a Muslim to the enemies.”

His views cannot have been a secret to many because he produced a lecture series on jihad in 2003 called “The Story of Ibn al-Akwa,” which was based on the Book of Jihad written by a 14th century scholar, Ibn Nuhaas.

It included headings such as “Jihad is the most beloved deed to Allah,” “The mujahid [holy warrior] is the greatest of all people” and “The pinnacle of Islam is jihad.”

While in Britain, Awlaki was also working on Constants in the Path of Jihad, which he produced in 2005, a few months after being banned from the country.

But it was only with the Fort Hood shootings in Texas, conducted by Major Nidal Hasan, a disciple of Awlaki, in November last year, that British Islamic organisations began to distance themselves from the preacher for the first time.

“The official line, from many prominent individuals and organisations, was that Awlaki’s radicalisation had been an insidious process that had caught them unawares,” Mr Meleagrou-Hitchens said.

But he said Awlaki’s views on violent jihad “would have been obvious to any regular consumer of his output.”

Yemen orders US-born cleric found 'dead or alive'

A Yemeni judge ordered police Saturday to find a radical U.S.-born cleric "dead or alive" after the al-Qaida-linked preacher failed to appear at his trial for his role in the killing of foreigners.

Yemen is under heavy U.S. pressure to crack down on the country's al-Qaida offshoot after a scheme to send bombs through the mail in packages addressed to the U.S. was thwarted a week ago. The group known as l-Qaida in the Arabian Peninsula claimed responsibility for the plot on Friday.

The cleric, Anwar al-Awlaki, was born in New Mexico to Yemeni parents and is one of the most prominent English-language radical clerics. His sermons advocating jihad, or holy war, against the United States have influenced militants involved in several attacks or attempted attacks on U.S. soil.

Yemeni officials say he may have blessed the mail bomb plot, while not necessarily taking an active part in it.

The United States has already authorized the CIA to capture or kill al-Awlaki, who has also been linked to the failed bombing of a U.S.-bound plane in December 2009.

Al-Awlaki is thought to be hiding in the mountains of southern Yemen, enjoying the protection of family and his large tribe, while facing what some analysts describe as only a halfhearted effort by the Yemeni authorities to capture or kill him.

With his sudden trial and the arrest order, Yemen appears to be trying to show its American allies that it considers the cleric a serious threat.

Judge Mohsen Allwan ordered al-Awlaki to be "arrested by force, dead or alive" after he failed to appear for the start of his trial in Yemen on Tuesday. He was charged last week as a co-defendant in a surprise announcement as part of the trial of another man, Hisham Assem, who has been accused of killing a Frenchman in an Oct. 6 attack at an oil firm compound.

Al-Awlaki's name and that of a cousin, Othman al-Awlaki, were added as defendants in absentia.

According to the prosecution, Othman al-Awlaki had put Assem indirectly in e-mail contact with Anwar al-Awlaki.

In Tuesday's court session, Assem denied all charges and claimed he had been tortured in detention to make false confessions. He repeated those claims on Saturday.

U.S. investigators say Anwar al-Awlaki's sermons have been a key inspiration for a string of militants, including possibly the Pakistani man who tried to detonate a car bomb in Times Square this year, and that he had e-mail contacts with the Army psychiatrist accused of last year's killings at Fort Hood, Texas.

They say that since he returned to Yemen in 2006, al-Awlaki has moved beyond inspiration to take a role as an active operative in al-Qaida's affiliate there.

An Al Qaeda leader, the head of a designated terror organization and a confessed jihadist-in-training are among a "Who's Who" of controversial figures who have participated in weekly prayer sessions on Capitol Hill since the 2001 terror attacks, an investigation by FoxNews.com reveals.

The Congressional Muslim Staff Association (CMSA) has held weekly Friday Jummah prayers for more than a decade, and guest preachers are often invited to lead the service. The group held prayers informally for about eight years before gaining official status in 2006 under the sponsorship of Rep. Keith Ellison, D-Minn., one of two Muslims currently serving in Congress. The second Muslim congressman, Rep. Andre Carson, D-Ind., joined as co-sponsor after he was elected in 2008.

Among those who FoxNews.com determined have attended the prayer services during the Clinton, George W. Bush and Obama administrations are:

Anwar al-Awlaki, the notorious Al Qaeda cleric believed to be hiding in Yemen and the lone American on the U.S. government’s capture or kill list, who conducted a prayer service on Capitol Hill shortly after the Sept. 11 terrorist attacks.

Randall “Ismail” Royer, a former communications associate for the Council on American-Islamic Relations (CAIR), who confessed in 2004 to receiving jihadist training in Pakistan. He is serving a 20-year prison term.

Anwar Hajjaj, former president of Taibah International Aid Association, which was designated a terrorist organization by the U.S. and U.N. in 2004.

Esam Omeish, the former president of the Muslim American Society, who was forced to resign from the Virginia Commission on Immigration in 2007 after calling for "the jihad way," among other remarks.

Salam Al-Marayati, president of the Muslim Public Affairs Council, who was forced to step down from a national terrorism committee post in 1999 for pro-terrorist comments.

Nihad Awad, CAIR executive director, who attended a Hamas meeting in Philadelphia in 1993 that was wiretapped by the FBI.

Johari Abdul Malik, Dar al-Hijrah imam, who made statements in support of convicted and suspected terrorists who attended his mosque.

Tariq Ramadan, a Muslim scholar banned from the U.S. for six years beginning in 2004 for his alleged ties and donations to terror groups. Secretary of State Hillary Clinton lifted Ramadan's ban in January.

Abdulaziz Othman Al-Twaijri, the head of a division of the Organization of the Islamic Conference, considered a foreign agent by the U.S.

It is unclear who else has attended these services, because there appears to be no public record of those CMSA has invited to Capitol Hill. The group’s website, included in the official congressional staff associations directory, displays an error message. And out of the more than 25 people associated with CMSA whom FoxNews.com contacted for this article — members, participants, guests, listed officers, congressional sponsors and Muslim advocacy groups — only one person was willing to speak.

“The U.S. Capitol ought to be one of the most transparent and public bodies, yet they get some public criticism about who they’re bringing in and they pull down their website," said Patrick Poole, an anti-terrorism consultant to law enforcement and the U.S. military who has written about CMSA for the conservative blog Pajamas Media.

"That’s not behavior conducive to people drawing public salaries and working in the halls of Congress,” Poole said.

But a portrait of the Jummah prayer meetings can be gleaned through video footage, news reports, court records and social media posts. And what emerges is a "Who’s Who" of controversial characters cycling through the doors of the Capitol on the invite of CMSA.

“There is a pattern of seriously bad actors not just being involved with, but leading this organization,” Poole said.

“There really needs to be some kind of investigation into who else CMSA is or has been bringing onto the Hill.”

The most notorious of the lot is al-Awlaki, who is seen leading the prayer service on Capitol Hill in video footage included in "MUHAMMAD: Life of a Prophet," a documentary that aired on PBS in 2002.

In the footage, Jameel Johnson, Rep. Gregory Meeks’ former chief of staff and founder and former president of CMSA, is seen sitting next to Randall “Ismail” Royer, a former communications associate for the Council on American-Islamic Relations (CAIR) who is now serving a 20-year sentence after pleading guilty in 2004 to helping jihadists from Virginia gain access to a terrorist training camp in Pakistan. That camp was run by Lashkar-e-Taiba, which was designated a terrorist organization by the United States in December 2001. One year before Royer was filmed attending the Awlaki prayer service, he attended jihad training camps in Pakistan, documents show.

Nihad Awad, executive director of CAIR, can also be seen at the Awlaki prayer session. Awad has spoken out in support of Hamas and attended a 1993 Hamas meeting in Philadelphia that was wiretapped by the FBI, according to public record and court documents from the Holy Land Foundation trial. CAIR was named as an unindicted co-conspirator in the trial.

Last year, the FBI severed ties with CAIR due to evidence of the group’s ties to networks supporting Hamas, which the State Department has designated as a terrorist group, according to documents obtained by the Investigative Project on Terrorism, a watchdog group.

"The FBI has had to limit its formal contact with CAIR field offices until certain issues are addressed by CAIR's national headquarters," FBI spokesman John Miller told FoxNews.com last year. "CAIR's leadership is aware of this. Beyond that, we have no further comment."

Awad's assistant, Asma Gheyoub, told FoxNews.com that she had passed along FoxNews.com's request for comment and that Awad would be in contact. But Awad has not responded.

Ibrahim Hooper, CAIR’s national communications director, also appears to have attended the Awlaki prayer service.

When asked by FoxNews.com if he had attended the service on Capitol Hill, Hooper said:

“Do you realize that the prayer services are open to the public, staffers, we have no say in who offers the prayer — or are you just trying to smear Muslims?”

A former inspector general for the Defense Department is calling on Congress to investigate and oversee the vetting process for Muslim clerics who are nominated to serve as U.S. military chaplains.

In a letter sent earlier this month to Sen. “The November 2008 criminal conviction in Texas of the Holy Land Foundation (HLF) as a front for Hamas, naming of the DoD's Chaplain Endorsing Agents, the Islamic Society of North America (ISNA), as an unindicted co-conspirator (among others), suggests that terrorist organizations can and do disguise themselves as charitable organizations," Schmitz wrote to Feinstein.

"The November 2009 Fort Hood massacre by a commissioned Army officer who served as a lay Muslim leader at Fort Hood demonstrates that international terrorist organizations can also try to disguise their agents as chaplains and religious lay leaders," he added…

…In his letter to Feinstein, he also argued that the 2008 Holy Land Foundation terror fundraising trial in itself should be enough to reconsider the organizations currently tasked with endorsing chaplain candidates.*During that trial, prosecutors named the ISNA, among other well-known Muslim organizations, as an unindicted co-conspirator in the case that convicted a Texas charity of acting as a front for Hamas. (A court document unsealed two weeks ago reaffirms the prosecution’s stance that ISNA, among other groups, was tied to HLF's fundraising for Hamas.)*

Yet, ISNA remains one of two ecclesiastical endorsing agencies used to vet Muslim chaplain candidates for the military… *

Safi, who has participated in Pentagon programs since at least 2005, was named as an unindicted co-conspirator in the 2006 Al-Arian case. (During the trial, Safi was identified as "Unindicted Co-Conspirator Four," and evidence from the case included wiretapped phone conversations between him and Al-Arian.)*

Safi is also the subject of a whistleblower complaint filed late last year by a contractor who expressed concern with Safi's participation in a lecture on Islam to soldiers at Fort Hood before their deployments in the weeks after the deadly shooting there.

A prominent Muslim advisor at the Obama Department of Homeland Security (DHS) has close ties to a convicted Hamas fundraiser and other radical Islamist causes, including a nonprofit that proclaims sharia is the only legitimate law according to Islam.

Incredibly, this Homeland Security advisor, Mohamed Elibiary, has regular access to classified information and is a prime mover behind two of the Obama administration’s most dangerous policies; normalizing relations with domestic and foreign Islamist groups (including the Muslim Brotherhood) and arduous enforcement restrictions of laws related to material support for terrorism.

While this may seem incomprehensible to many, it’s all documented in a disturbing report published this week by the Center for Security Policy, a Washington D.C. think tank dedicated to promoting national security. The 33-page document is actually based on a lengthy, five-part interview with Elibiary, an influential member of Obama’s Homeland Security Advisory Council.

Elibiary admits he’s a longtime friend of a self-described Islamist (Shukri Abu Baker) convicted in 2008 of financing the terrorist organization Hamas through his U.S. Muslim Brotherhood entity, the Holy Land Foundation. Elibiary reveals that he donated to the Holy Land Foundation monthly until it was shut down by the U.S. government and he defends Baker, depicting his prosecution as a case of political persecution.

He also admits knowing the Muslim Brotherhood “social network” and supports a partnership with Islamists, particularly the Muslim Brotherhood in the U.S. and abroad. “I simply find it counterproductive to American national security interests to treat the Muslim Brotherhood like the mafia, Nazi party, fascists, communists or any other entity we politically ostracize,” Elibiary says. He adds that Muslim Brotherhood members “naturally exist everywhere at this point, but that’s not a problem in and of itself because there have been MB members inside the US abiding by the law for a very long time.”

The document includes a number of alarming details of Elibiary’s close relationship with a wide array of U.S. Islamist groups, including the radical Assembly of Muslim Jurists of America which declares that the only legitimate law according to Islam is Sharia. The group also urges American Muslims to nurture hostility towards U.S. law, according to Arabic documents discovered and translated into English by the Center for Security Policy.

As troubling as this may seem, Elibiary wields tremendous power in national security issues, promoting a narrative that the Muslim brotherhood and other Islamists are moderates. He has also worked to purge even the most basic information about the doctrinal drivers of terrorism from U.S. government training materials. The root cause of terrorism and Islamic extremism is not the Islamist ideology but legitimate gripes against Western policy, Elibiary insists in the interview.

When former Homeland Security Secretary Janet Napolitano announced Elibiary’s DHS appointment in 2010 Judicial Watch reported that he was a backer of the Ayatollah Khomeini and a well-known Egyptian jihadist named Sayyid Qutb. In fact, Elibiary participated in a tribute to Khomeini, the ruthless Iranian revolutionary whose teachings continue to govern Middle Eastern terrorist organizations like Hezballah. Last year JW reported that Elibiary leaked classified documents to a media outlet that had declined to do a story supposedly exposing DHS’s promotion of “Islamophobia.”
