Honestly, this reminds me David Morrel's book/TV movie "The Brotherhood of the Rose" in which the main/head antagonist, Robert Mitchum, was something like the No. 4 man in the CIA , which was the highest echelon in the US intel food chain where he could manipulate everything without question from his subordinates but still just low enough to remain invisible to civilian/congressional oversight and therefore immune from political power shifts. His character was also actually part of a cabal made up of global counterparts from all the other nations' intel/security agencies who loosely cooperated when necessary to affect/shape world events.
