On a side note: I have no problem with certain potentially unlawful actors going the extra step to mask themselves before committing a crime. It makes it easier to observe, task, and orient limited police assets.

Perhaps then just make it a law that if anyone intentionally hides his/her/its identity at any public gathering that they are identifying themselves as a hostile combatant and thus can (and probably will) be treated as such.
