Buy it cheap, before the crisis, and stack it deep.
Don't fight to get the last boxes after the horse is out of the barn. Keep a steady stockage on hand and buy more when it is cheap and you need more to maintain (or improve on) the minimum level. I order most of mine via the internet.
The only time you can have too much ammo is when you are swimming or are on fire.
