 My FOG understanding is the finned - ported hunk of steel on the end of the barrel cools the gases down to or below the temp that creates flame/ignition.
In this picture is looks like there is unburnt propellent igniting after leaving the barrel??
This may be a question of what barrel length was used to proof the contract load -vs- the current use of chopped barrels.. 
I use Speer Gold Dot Short Barrel 9mm & 38+P JHP in my 1.75 inch J frames and seem to have little or no flame. 
Maybe someone should get the supply chair looking at "short barrel" propellents for 5.56??
