My speculation is this. In one node of the West Wing will be a group tasked to proctor the 2010 Census. An adjacent collection of offices and workstations will be tasked to monitor the use of the funds authorized in the stimulus bill--a bill that has a lot of urban projects. A third node will be the Office of Urban Affairs. In concert, these three groups will shape how residents of American cities view the efficacy of the president's policies. City residents will reward Democrats at the voting booth. In turn, Democrats will use census data to guide more money to cities. Urban hubs will grow as population centers and they will become increasingly blue. Blue cities in blue counties will make blue states bluer and red states will start to shift to blue. In essence, the political map of America will look increasingly like the political map of California. Free quiche for everyone!
