Thought I read that a while ago. I realise it says May 2007, but I was sure he wrote this or something very similar before.

Isn't this the same MacGregor that wrote "Transformation Under Fire"? He spoke with Newt at a CSPAN press conference a year or so ago and I was very impressed.
