Towed Jumper Procedure?!?!
 

Anyone know who uses this procedure?!?! I've never heard of it, but it appears to have it's merits!!

Yes, as stated, the Brits are using it. It is made and sold by Airborne Systems and is called the HUPRA. This is the same company that makes all the round(MC-1 series, Mc-6, T-11) and square parachutes(MC-4/5) being used by DoD.

At first I thought that his reserve was on the front and it got yanked loose but I didn't see a reserve in the previous jumper. Is their reserve below the main chute?

No, the reserve is above the main canopy, just like on a free fall rig. The rig in question is a GQ 360 which is a static line RAM air canopy (ie square) with a round reserve. That system was built for the Brit MOD and is actually being phased out.

That was my first thought then I saw that it was a PIG Rig. It looks like one of his equipment tiedowns ended up with the static line mis-routed under it.
