Sowell is a genius, but his assumption that pay drives the quality of work must be satirical.
There are many multi-millionaires in Congress, most spent more of their own money getting elected that they would ever make in a lifetime in public office.
A prime example would be John Corzine buying his way into the Senate, then into the NJ Governor's mansion.
