Does the cadre not do some sort of health and welfare shakedown before training starts?
That dude sure as hell didnt dart down to the Quick-Stop in between training evolutions to grab up some gas station viagra to treat his pulmonary edema.

It sounds like leadership may have lost control over the student body.
