President Duterte isn't a maniac, but does speak pretty quickly, without thinking at times. However, a majority of Filipinos love him because he has actually done a pretty good job of cleaning up the streets, and govt officials are actually starting to obey rules there. They know if they get caught breaking the rules, they at the least will lose their jobs. I have been impressed with how he has done.
