A federal agent shot a kidnapping victim dead during a predawn raid at a northeast Houston home Thursday.
FBI spokeswoman Christina Garza said during a news conference that the man was shot during an "operation" at the house on Elbert Street around 3:45 a.m. He was pronounced dead a short time later at a nearby hospital.
Garza said the FBI could not release any details about the man or the circumstances of the shooting, but court records obtained by the Houston Chronicle show that the victim, Ulysses Villadares, had been kidnapped in Montgomery County on Wednesday.
Two gunmen burst into a home in Conroe, about 40 miles north of Houston, restrained a man and his 12-year-old son and demanded $8,000, Conroe police Sgt. Jeff Smith told the Chronicle. They took the father with them when they left, along with video-game systems and a sword, and told the boy not to call the authorities.

I guess when they hollered "don't move" he twitched.
So, one guy is killed - the hostage, none of the perps and three are arrested - none of them an FBI agent.

That's what I read, the "victims" hands were still duct taped when he was shot.
Houston SWAT was probably told by the FBI, "We got this".
I'd rather be a mattress salesman than an FBI "Special" agent.
"The reason for the gunfire during the raid was not detailed during Thursday's news conference with the FBI in Houston. Valladares' hands had still been bound in duct-tape when agents arrived. He later died at the hospital."

There is a lot going on here. CPS can't release the child to the brother until they check him out. The kidnapping probably wasn't random, and was probably not to get the return of an overdue library book. Drug/gang related... I think that I read in one article that the Brother may be involved somehow.
All this still doesn't explain how a hostage with duct taped hands gets shot by the FBI...
