They are essentially engaged in low level battlespace shaping - testing the will of the community, if not the country. Creating denied areas in which to operate...harass, disrupt, coerce host nation. The no-go zones facilitate the creation of a shadow "government" of sorts which runs the geographic area. The infiltration of true believer agents and discontents becomes easier because of the safe space of the no-go zone. Recruitment of like-minded individuals becomes easier. Indoctrination and coordination of subversive organizations becomes easier. Survellience - particularly human intelligence - becomes much more difficult.

Criminal gangs use no go zones on a smaller scale.

The mafia/organized crime do/did this.

Terrorists do this.

Nothing good will come of no-go zones.
