Not a bad idea, really. Family could enter their loved one in a common database. That database could then be accessed by anyone with a smartphone should they find someone who looks lost. Once accessed, it could even have an automatic Police/EMS and family notification.

The US had a nationwide program with a medical alert device, and what Is nice the caregiver also wears one. That to alert EMS/PD that if injured they are responsible for a vulnerable person.

We have a memory unit like that , everything is familiar and residents are free to move about.
