Officials are calling this a fire, but people on the scene said there was an explosion at a bar, Le Cuba Libre. At least 13 are dead. Rouen is the same Normandy city where a Catholic priest was killed by the religion of peace.
This is still breaking and details are sketchy, but currently they are calling this "accidental". Yeah, but that's what they said about the blast in Germany at first.

This occurred during a private birthday party. The dead were aged 18-24. There were also 6 injured. This, to me, seems like a very high dead to injured ratio for an accident.
Currently there is nothing official linking this to a bomb or to terrorism.

The candles must have been made of white phosphorus.
Me thinks there is more to this than the early reports reveal.

Gas leak?

The hydrocarbon makeup of today's furnishing and accessories causes all structures or rooms to reach flashover in about 12-15 minutes; whereas the fires of 20-30 years ago the time to flashover is about 30 minutes. This is my favorite video to illustrate the difference: https://youtu.be/aDNPhq5ggoE

The interior finish in some structures can cause very rapid fire spread. The most famous and most recent fire in American history was the Station fire in Rhode Island, where indoor pyrotechnics and the interior finish (soundproofing of the stage in this case) was responsible. I have been told of a new indoor pyrotechnic available for consumer use on birthday cakes that appears to be rather intense although there have been no reported fires that I'm aware of. Having said all that. my first guess would still be a gas leak; but hard to tell from one exterior photo.
