Powell: U.S. is not 'stingy' when it comes to aid

Tuesday, December 28, 2004 Posted: 1329 GMT (2129 HKT)

WASHINGTON (CNN) -- U.S. Secretary of State Colin Powell responded to criticism from a U.N. official Tuesday, saying the United States is "not stingy" when it comes to providing aid to countries in distress.

On Monday, Jan Egeland, under secretary-general for humanitarian affairs and emergency relief for the U.N., criticized the United States and other countries in the wake of the tsunami catastrophe in South Asia, saying the amount of foreign aid they gave was "stingy."

But Powell said the United States has responded with help for countries devastated by the weekend's tsunamis and will continue to assess the situation with an eye toward providing more aid.

"The United States is not stingy. We are the greatest contributor to international relief efforts in the world," Powell said.

Powell told CNN's "American Morning" that the catastrophe was "unprecedented in scope and scale."

He said the United States had responded to an appeal by the International Federation of the Red Cross and Red Crescent by providing $4 million of the $7 million requested.

On Monday, U.S. officials said the total package of aid so far was $15 million.

In addition, Powell said, nine patrol planes and 12 C-130 cargo planes packed with relief supplies were on their way to South Asia.

In a news conference at U.N. headquarters in New York Monday, Egeland called for a major international response -- and went so far as to call the U.S. government and others "stingy" on foreign aid in general.

"If, actually, the foreign assistance of many countries now is 0.1 or 0.2 percent of the gross national income, I think that is stingy, really," he said. "I don't think that is very generous."

In an interview Monday night with CNN, Egeland reiterated his view: "It bothers me that we -- the rich nations -- are not becoming more generous the more rich we become."

The average rich country gives just 0.2 percent of its national income to international solidarity and international assistance, he said.

"We keep 99.8 percent to ourselves, on average. I don't think that's very generous," he said.

These people always seem to know how other peoples money should be spent and always have reasons why none of their arguments apply to their own money.

I wouldn't give a penny to the Red Crescent or the UN. They need to move the UN to Paris or Geneva.

UN Official Backs Down: Rich Nations Not 'Stingy'

By Irwin Arieff

UNITED NATIONS (Reuters) - The international response to a catastrophic tsunami in Asia has been quick and generous, a senior U.N. official said on Tuesday, playing down his earlier comments that wealthy nations were stingy.

U.N. Emergency Relief Coordinator Jan Egeland rowed back from statements he made on Monday after an annoyed Secretary of State Colin Powell said Washington was "the greatest contributor to international relief efforts in the world."

"The United States is not stingy," Powell told CNN's "American Morning" program.

Egeland, a Norwegian, pleaded at a Monday news conference for individuals and governments around the world to respond generously to the humanitarian disaster created by the tsunami that struck a broad swath of southern Asia on Sunday.

Asked about the response of rich nations to such crises, he said: "It is beyond me why are we so stingy, really."

"If actually the foreign assistance of many countries now is 0.1 or 0.2 percent of their gross national income, I think that is stingy really. I don't think that is very generous," he said.

The United Nations urged rich nations a quarter of a century ago to give away 0.7 percent of their gross domestic product every year in the form of development aid.

To date, however, just a handful of European nations, most of them in Scandinavia, actually meet that goal.

The United States, the world's largest economy, contributes about 0.13 a year of its GDP to development aid. But that figure excludes aid to Iraq and Afghanistan as well as food aid, where the United States is the world's largest donor.

"We are busting our butts to help and comments like that don't reflect what we are doing," said a State Department official, speaking on condition of anonymity.

Egeland told reporters on Tuesday: "I've been misinterpreted when I yesterday said that I believed that rich countries in general can be more generous."

It has nothing to do with any particular country or the response to this emergency. We are in early days and the response has so far been overwhelmingly positive," he said.

"The international assistance that has come and been pledged from the United States, from Europe and from countries in the region has also been very generous," Egeland added.

Countries have contributed or pledged tens of millions of dollars in the first few days after the disaster.

The United States provided an initial $15 million mostly channeled through the International Federation of the Red Cross and Red Crescent, plus logistical support for aid efforts. On Tuesday, the U.S. Agency for International Development added $20 million for the earthquake relief, a White House spokesman said.

I don't like the UN either but did I miss something?:

"If, actually, the foreign assistance of many countries now is 0.1 or 0.2 percent of the gross national income, I think that is stingy, really," he said. "I don't think that is very generous."

In an interview Monday night with CNN, Egeland reiterated his view: "It bothers me that we -- the rich nations -- are not becoming more generous the more rich we become."

The average rich country gives just 0.2 percent of its national income to international solidarity and international assistance, he said.

I don't see any specific nation mentioned in the quote. Is the U.S. the only "rich" nation in the world? Keeping in mind that the Middle Eastern countries are among the richest, oer capita, in the world, oerhaps his statement is correct. Perhaps, rather than flapping our arms in indignation we should be challenging the other nations of the world to at least match our contribution.

Perhaps Mr. Egeland wouldn't have popped off if Secretary-General Annan had been there to comment. Fox News reported last night that Annan didn't feel the need to interrupt his Wyoming ski vacation. Ran a sound bite of his to the effect that with today's technology you can work anywhere. Today I read other news wire reports that he was cutting short his vacation and heading back to NYC.
