Looks to me like it's just a politically correct way to lower the required fitness level across the Army to accommodate women, without saying that. Not saying what's in the article is a good thing, but it's probably a shrewd political move.
By saying they're tailoring fitness levels by MOS (basically lowering it to the female requirement), it lets the Army change the dialog from lower requirements for women to lower requirements by job.

At the end of the day every soldier should/must have the physical ability to do battle, with whatever tools are available, and win. You don't get paid to lose, and you may not survive if you lose ... so don't lose. You don't lower standards, you maintain them; anything else is a pathway to losing.
