Now isn't this interesting. Russia is now going to allow carry for self protection!

My understanding though is that there isn't a whole lot of change here, that they just did some changing of words, but regular Russians will still not be able to carry guns for the most part.Because?

Is that because of some "may issue" (vs. shall) aspect of the law, such as some of our states have, where only a few special ones are allowed to acquire a permit? Or some other reason?

Don't have any personal knowledge. But here is a post with people discussing this issue. (http://www.thefirearmblog.com/blog/2014/11/25/russia-legalizes-self-defense-valid-reason-gun-permit/) Note there are people in the comments who claim to know what they are talking about. According to them, this is not much of a change. Take it for what it is worth.

Well, adding the reason self-defense is at least a baby-step. Several states here want to know that, which I found out back when I cared about collecting non-res permit like baseball cards.
