NG doing PSD work

Gents,

I wanted to find out if there are any legalities or really anything that can get anyone jammed up doing PSD work as a NG Group guy?

I have a colleague setting up a small business (Native American/Veteran Owned) to do sole source work for State/Agency etc. We are looking at doing both PSD and analytics. We have the analytics side covered, but are looking for shooters. If anyone can drop me a line or set my compass, I would really appreciate the assistance.
