Each Team needs at least 3 more high level commanders telling them what to do.

I wonder what would happen to the average quality of players and play for the NFL if:

1)High School football programs were slashed in budget and headcount

2)University football programs were slashed in budget and headcount

I know it's a very, very rough analogy and war fighting isn't a sport, but maybe one that civilian folks would more easily understand.
