The sun appears to be setting on Regal Petroleum, the London Alternative Investment Market-listed oil explorer that turned the controversial Romanian-Australian entrepreneur Frank Timis into a semi-respectable and very wealthy businessman.

Speculation is growing that the Timis-founded Regal, which gained notoriety for copping a record £600,000 fine from the London Stock Exchange for providing inaccurate statements, could have the last of its exploration licences sold off.
Shares in Regal hit a new low last month and have now fallen 95 per cent since their June 2008 high, when the company had a market capitalisation of about $1 billion.

The Financial Times recently pondered on whether the company could be wound up.
The latest batch of bad news came two weeks ago, when Regal told the market that one of its wells in Ukraine had been plugged after a piece of equipment became stuck at the bottom of it.

Regal's chief executive, David Greer, quit last month after some disappointing drilling results. Some shareholders have even petitioned Regal to appoint as its chief executive a former director of the Ukranian explorer Kub Gas and former Drug Enforcement Administration agent, Robert Bensh.

Russia Plays Ukraine Gas Card—Again

Coupled with the looming threat of a Russian incursion into parts of eastern and southern Ukraine, Russia is also trying to raise the pressure on Ukraine by predictably playing the gas card.

Russian gas giant Gazprom has threatened to remove a gas price discount in April. However, according to Robert Bensh, the majority shareholder in Cub Energy in Ukraine, Gazprom’s move could actually bolster the new government in Kiev.

“This move by Gazprom was not unexpected—especially since the discount in question was a deal made under Yanukovych late last year. So this is an obvious reprisal for his ouster,” Bensh told Oilprice.com today.

“But what’s interesting is that the new administration in Kiev could take advantage of this and play the Russian aggression card when it has to implement an increase in domestic gas prices in order to satisfy the IMF [International Monetary Fund],” Bensh said.

“This will make it much easier for the new administration to convince the public of the need for a gas price increase, so unwittingly, Moscow, through Gazprom, may be helping to prop up the new government in Kiev.”

The US is also considering a Congressional push to approve $1 billion in loan guarantees to help ease the sting of proposed energy subsidy cuts.

U-E: How important in your opinion is the development of small oil & gas fields in Ukraine?

RB: Very! Small oil and gas field development can put new production into the system rapidly. What Ukraine suffers from more than anything else is investment. That investment can come primarily from Canadian and US. Ukrainian oil & gas sector really suffers from lack of investment. It does not have the capability of implementing best practices. The CEO of Naftagas, the CEO of Ukrnafta, - their daily concern is delivering production into the system. They’re less concerned with best practices and more concerned with keeping production flat, to getting it to slightly increase. Without best practices being implemented, without new technology being implemented into the country, they can’t bring on new production; they can’t significantly increase production – they have to rely on 3rd parties to do this for them in the form of other oil and gas companies and the most rapid way to effect that is through the development of small oil and gas fields.

Even the President has made misguided and naïve statements this past week in Davos, declaring that “…Ukraine will build new ways for receiving Norwegian gas and gas from Europe, and Ukraine will also produce shale gas."
