Sounds like they're looking for more DOD funds to chop, instead of cutting all the waste ordered by the Obamallama.

Doesn't SOF have its own budget for the express purpose of procuring all the tools it needs without having to fuss with the normal Big Army bureaucracy (and, by extension, Congress)?

Congress does, because congress is responsible for appropriations and making a budget. I seem to recall it being pointed out here on numerous occasions that congress has abdicated from that responsibility since Obama got elected.

My point is that the independent budget is in place for a reason... and now it's being taken away with no regard for the reasoning that put it there, and very little apparent awareness of the reason that congress needs to find things to cut in the first place.

Your knowledge of how the US government works appears to be on par with my expertise in astrophysics.

How does providing more details of spending/budget translate into budget cuts? I take it you're not an accounting major...at least I hope not!
