Spot-on BMT. As the saying goes "There is nothing more permanent than a temporary government program".

Efficiency doesn't exist as the Government culture does not reward those who ARE efficient (End of FY buying sprees are a prime example)

Eliminating programs also equates to eliminating staff that operate programs. Collective bargaining units and lobby groups would frown on that.
