Town Evacuated After 6 Million Pounds Of Explosives Found
NBC, 4 Dec 2012

Police have evacuated a town in northwest Louisiana while they move out around 6 million pounds of illegally stored explosives.

About half of the approximately 800 residents of Doyline, where scenes from HBO's popular "True Blood" series have been filmed, were evacuated Friday after authorities discovered around 1 million pounds of explosive powder stored by Explo Systems Inc. at Camp Minden, a former army ammunition plant.

Authorities moved to evacuate the town of its remaining residents Sunday after discovering up to six times more M6 artillery propellant -- 6 million pounds -- at the site.

Propellant is not necessarrilly an explosive. Especially when stored in cardboard boxes in the open.

M6 propellant from a company that won a contract to tear it down.

The site is the old Louisiana Army Ammunition Plant that used to package and ship munitions. The plant closed, and they gave most of the post to the LA Army National Guard, renaming it Camp Minden. Some of it was leased to explosives manufacturers, like this company and GOEX powder (who had their own explosion a few years back).

Funny thing is, the company won it as a Small HUB Zone Business in a protest over General Dynamics proposal. IIRC, the bid was for somewhere around $152 million to do the job. GD was $10-15 million higher, but had the ability to do the job properly.

They blew up a bunker back in October, and I think they are in way over their heads. It seems to me that they did something wrong in the bunkers, and had to store the stockpile outdoors after running out of warehouse space. Huge numbers of rail cars still in that facility, probably used to bring the propellant in.

All they need to do to temporarily store it is to break it into smaller quantities and store it far enough apart not to be a hazard. The ratscrew that they have now is NOT safe.

If you look up Doyline, LA on Google Maps, the site is just northwest of the town.

M6 is classified as PROPELLANT,EXPLOSIVE,SOLID,M6 with specified recommended hazardous handling, storage, and disposal procedures as such.

I agree that "Propellant is not necessarily explosive" as in it may not cause an explosion depending upon how it is stored and ignited.

6 million pounds is about the weight of 24 diesel locomotives.

They blew up a bunker back in October

I live about 30 miles from Camp Minden. I felt the shock waves at my house. At the time, I thought it was thunder.
I woke up the next morning and the news was saying it was a meteorite. It took them 8 hours from the blast to figure out it was an explosion at Camp Minden. Officials postponed a news conference, then later canceled it all together. I thought it was strange, but I didn't want to break out the tin foil hat yet.

TR,
You meant N.E. of Doyline, didn't you?
That's where I found it.

And as a bonus, if you go to 32.569492,-93.352509 in Google maps, I believe you'll see what's left of the area where the bunker blew.

There are some suttle visual clues.

Jay:

That is an exploded bunker, which did what it needed to do to contain the blast. Not sure if that one is from this company, or from the GOEX accident.

The open storage area and buildings that appeared to me to be the ones shown in the articles are at the west end of Dutch Harbor Road, you can see what appears to me to be possible open storage at the southeast side of that clearing, running generally north-south parallel to the buildings and spur line.

Those warehouses and open storage would appear to me to be WNW of the town of Doyline.

The technical term used by the fire service when we respond to an incident involving something like this is ... "Oh Sh$t" :D

I see them now: Thanks
Edit to add: Now that I see it all from above, it sort of reminds me of Hawthorne
