Ok, this is finally done, it covers 225-500MHz I have attached a data sheet that show the take off angles. I have had great success with the antenna and compared to all the others it is rugged, hands free and does not cost a lot (about 600). This is not the end all be all of antennas but it is a great tool to have in the bag when you have a high take off angle and it clips to your back.

With only 2.1 db if gain and it not being circular polarized, what type of loopback scores are you seeing with a 5 watt radio?

I was not able to test with a 148, I had a 117F and receiving good loop backs and even tested tx/rx down to 5watts, there are several guys using them with the 148's and they are doing great.

Yes it is designed to clip on the back and also has slots to zip tie if needed, It has been tested at CERDEC for absorbtion and passed, I am still waiting on the final testing from them that will include electrical and field testing as well.

Absorbtion? Could you clarify?

is the safe amount of RF the antenna will give off. in short if it gives off to much RF energy it will burn you! This antenna has passed the testing required for body worn antennas so that it is safe to use. I don't suggest mounting on the head..lol but on the vest or belt would be fine.
