Ramshead antenna

Hey All,
Does anyone know how to make one of these at home?? not that i whouldnt love to buy one but as its a restricted item its very difficult to get in the UK.

Im assuming its a TX and RX element with a centre junction box and some filter passes??

Any info whould be great :)
