Bout time....too bad it wasn't before we closed plants and sent jobs to China.
There is always a way around such nonsense:
A German company is offering 75 watt and 100 watt incandescent light bulbs for sale as heaters, dubbing the bulbs "heatballs":

Too little, too late. Bulb manufacturers are saying they have already re-tooled their plants for the new bulbs and it would be too expensive to go back to incandescent bulb production...

Good illustration of how congress chooses to do no productive work and still get paid a lot. Next up will be a law about How the Alabama Crimson Tide should not be playing for the national championship.
you apparently need to follow a special clean-up process if you break one. You also need to dispose of them in a certain way.
This is true, Fluorescent light bulbs contain small amounts of the neurotoxin mercury.

"The problem with the bulbs is that they'll break before they get to the landfill. They'll break in containers, or they'll break in a dumpster or they'll break in the trucks. Workers may be exposed to very high levels of mercury when that happens," says John Skinner, executive director of the Solid Waste Association of North America, the trade group for the people who handle trash and recycling.
Skinner says when bulbs break near homes, they can contaminate the soil.
Mercury is a potent neurotoxin, and it's especially dangerous for children and fetuses. Most exposure to mercury comes from eating fish contaminated with mercury,

Which begs to question why the EPA would allow and endorse light bulbs containing dangerous Neurotoxin like Mercury to be used, whereas they create legislation and crusade against use of lead.
It is absolutely farsical.
