IIRC the USMC had an SOP for this kind of incident in Beruit "a few" years ago. I don't recall any of their annoyances needing to be arrested after the fact.
Judging from the photos, he seems to have trigger discipline.

Let me get this straight, a "target challenged" individual shoots a gun outside, or somewhere near the US Embassy and this is labeled as a "terrorist attack" on the US Embassy?
Was the Embassy hit? No. Was anyone inside the Embassy hurt? No. (peeing in your pant's does not count)
Terrorist attack, No.
Active shooter, yeah.
Who was reporting for the Associated Press, dianne feinstein?

His target was indeed the Embassy and an FSN guard was struck.

Agree with TS' statement that it's not a terrorist attack however, according to press Jasarevic is a well-known shithead among Serbian law enforcement. There is quite a bit of background info available via Serb and Bosnia news agencies on the web.

I used drive by the US Embassy as part of our Patrol... That place had more armed security outside than Butmir !
Glad it was resolved and no good guys were injured..
