ELIMINATION OF VEHICLE REGISTRATION AND DECAL REQUIREMENTS

FYI: Received last night. I suspected this was coming since all posts do an ID card check anyway.

ALCON: ALARACT 343/2011 ELIMINATION OF VEHICLE REGISTRATION AND DECAL REQUIREMENTS, DTG 121344Z SEP 11. Effective immediately, motor vehicle registration and the display of DD Form 2220, Vehicle Decal, is no longer required for access to Army installations. Senior commanders, based on a unique security environment, may require motor vehicle registration. If a senior commander elects to implement vehicle registration they must inform HQDA Office of the Provost Marshal General of this change. Effective immediately HQDA will no longer provide funding for vehicle registration.

Full circle....each Post had it's own decal and system for registration previously...even when they were open Posts.

"Funding" is more the issue here I believe.

Does this mean that the little ol' lady that takes 15 minutes per person to look at registrations and titles is going to lose her job?

Furthermore...without the sticker...who's vehicle will I be able to target? And even more importantly...how will I know the CG's wife is at the commissary?

That has been one of the bigger issues in the Air Force. The reserved parking at base buildings. Our cops are still issuing the rank stickers for O-6+ and Chiefs ( E-9) so they can use the identified parking spaces.

"Funding" is more the issue here I believe.

To be truthful, it has more to do with the various installation access control systems the Services have spent millions upon millions on, and some folks high up in OSD asking why we are still using vehicle decals if we also require (or soon will require) biometric identification processes. USN was first to drop stickers, then USAF, now Army. USMC is conflicted--they recognize the unnecessary redundancy, but the senior leadership is concerned that without a sticker the uniformed gate guards won't know to salute them (honest to God, this was a discussion point at a USMC FP conference earlier this year).
