Yup, we do this at work too. I just finished some Capital Expenditures(CapEx) line items for my boss for next year and figuring out what to blow the rest of this years budget on, essentially, if you don't spend it, you lose, year after year ultimately reducing your overall budget over time.

The current fiscal system does not reward thrift. There is also the added issue of how "projected" Federal budget numbers are submitted with little to no discipline or (again) benefit for a deliberate zero-based budget build.

The system is so broken that hours of effort and due-diligence are generally dumped into the crapper during a 30 minute whirlwind meeting and frantic phone calls.

All this so the buffoons on the Hill can slaughter it anyhow.

On the other hand, many units buy needed equipment with their end-of-year budget surplus. It is a shame that units are forced to operate this way and wait until the end of year buys.

I work in the defense industry and tell all my buddies that are still in to have quotes on hand that match up with validated requirements. When that phone call (or email) comes on Thursday afternoon that the company has 200 bazillion dollars to spend by COB, sure helps to be standing by with a spend plan. Otherwise they get new office furniture.

A long time ago there was a (very) brief initiative to have leaders manage to budget, both personnel and assets. Being able to do that would result in $$ turned back to the treasury, with the specific org getting a percentage to use against local needs, e.g., training, infrastructure, etc. That idea... well, inside one fiscal QUARTER it was gone, never really made it to pilot, lasted about as long as virginity in a cathouse. Guess it made too much sense.
