The logo has recently been changed so that the gears appear to function. The Smithsonian has some really smart people working there; why did no one notice?

Logos are often more abstractly symbolic, seeking to foster recognition through the subconscious, than concretely factual in their representational themes.

Too bad... the original accurately reflected many gov't organizations.
