I'm currently attending a Working Group on Afghanistan Village Stability Operations (VSO).

This site was talked about numerous of times by USSOCOM J2 and RAND reps in attendence.

Now this site is mainly for Afghanistan, but it will cover most of the world tribal systems. All you have to do I think is just request a paper from them off .MIL or .SMIL email
