I came across this and found it thought provoking.

It appears that Afghanistan was once a modern, functional society - a place that had modern (for the time) shops and an educated population. What a difference 50 years makes.

Each page has a picture from the past.

More likely the author is only talking about Kabul. Astan has never really been a country with any central authority. The leaders in Kabul pretty much controlled only that city and province.
Didn't read the article but I do know that in the 60's Kabul was one of the 'hidden' drug mecca's for the rich and famous.
