Anybody have any thoughts on why the gubermint didn't activate the Emergency Broadcast System on 9/11?

I wonder if they thought it was not needed because of all of the news coverage. But reguardless, they should have used it...........to at least justify interupting my cartoons for the last 30 years once a week.
