Back in the day, these type fire drills were a regular occurrence in my Jr. High and High School. There was never panic, only smiling kids exiting the building in an orderly fashion for a 15 to 30 minute reprieve from studies.
The worst punishment if caught was getting kicked out of school for a week or two, a month of 7th hours, a stern lecture from the Fire Chief and a parent/principle conference.
Teen Arrested For Igniting Smoke Bomb Inside NJ School

ATLANTIC CITY, NJ (CBS) — An 18-year-old has been arrested after igniting a homemade smoke bomb inside the cafeteria of a New Jersey high school.
The incident happened at about 11:20 a.m. Monday inside Atlantic City High School.
According to investigators, Sebastian Delgado set off a homemade smoke bomb while he and other students were waiting to purchase lunch in the food line of the student cafeteria.
The device created a great deal of smoke and the school was evacuated.
No students were injured as a result of the incident. However, an adult high school staff member suffered a minor injury while he was evacuating. The 52-year-old male employee slipped and fell and was transported to AtlantiCare Regional Medical Center for treatment. He was treated and released from the hospital.
Students returned to the classrooms at 11:50 a.m.
Delgado was taken into custody at the high school and has been charged with possession of a destructive device, causing widespread panic and aggravated assault.

The schools systems have gone off the deep end with this "zero tolerance" BS. I have a buddy whose kindergarten son was just suspended the other day for unzipping the back of his female classmates shirt. Kid didn't know what it was other than a zipper! Instead of explaining to him why we don't do that (in kindergarten anyway), they just suspended him. Hell, he is happy! He gets to go home and watch cartoons.

Makes me almost feel bad about the stuff we got away with as kids. ;)
Whatever happened to fights being settled on the playground, discovering right vs. wrong via trial and error, etc.? Most of us turned out all right, and don't have a criminal record to show for it.

I took a leak behind a tree on the play ground as a first grader, and they called me mom.
It was a Southern Baptist elementary school. Yea yea, I know, me of all people. And most of you know me, too!
Scarred for life. Just think, now I would be in the pokey for indecent exposure!

I dropped a "burning snake" bomb is the garbage can of the schools admin office. When asked "why", my reply was, "putting it on the floor would have burned the carpet".
The principal said, "get back to class".
He never asked for the lighter or the remaining smoke items in my pocket. I torched the rest at recess.

Ya know, this is the first step. It's like marijuana, start with grass then end up on coke, heroin, meth or all three. Next thing we will hear about this kid is he becomes an 18C AND the Phantom Shitter...
(sad chuckle).
These days, a cupcake is (almost) contraband. I kid you not.
From the Texas Administrative Code:
(3) School Events. Students may be given FMNV, candy items or other restricted foods during the school day for up to three different events each school year to be determined by campus. The exempted events must be approved, in writing, by a school official. During these events, FMNV may not be given during meal times in the areas where school meals are being served or consumed, and regular meal service (breakfast and lunch) must continue to be available to all students in accordance with federal regulations.
FMNV means "Foods of minimal nutritional value". In other words, cupcakes and things such as that.

I always wonder how much that behavior played a part in limiting the violence in school. We played violent games in gym and recess, we fought at school and some of us pulled some pranks. But none of us brought weapons to school to settle a score or make our mark.
Back to this this kids situation....
Me personally I was affectionately referred to as "Slip" Mahoney the ringleader of the Bowery Boys of Metal Shop 7......15 year old boy blows up lawn mower engine in school metal shop or entire school is filled with thick red smoke from a device and evacuated, etc...etc...etc. By any standard I should have been in serious trouble with the law. Instead serious trouble for me was spelled M-O-M and she handed me my ass each and every time the Principle rang and I was suspected....which for awhile was a bi-weekly basis.
I had teachers that would come whisper in my ear something about wasting my time and putting my intelligence towards something constructive instead of mischief, and they warned me if I kept it up I would eventually get caught or get someone hurt....that got me thinking.
I count my blessings that Mr. Chalk and the faculty left the law out of it and by the grace of God no was ever hurt, I turned out all right, and I don't have a criminal record to show for it.....because it could have easily been the other way around and I might have been in the shoes of the 18 year old mentioned;)
I hope this kid gets another chance.

Exactly. We had an outlet for that natural tension or angst you have when you're a young kid figuring out the world. Anger and frustration will come out eventually, and without healthy outlets, it's bound to be ugly.
And yes, thank the Lord most of us (usually) didn't hurt anyone, came away without criminal records for childish pranks and had a parent or teacher along the way who whispered in our ear and focused our aggressions. I feel for those that haven't/won't have that opportunity.

He was making deposits in the instructors' desk drawers while I was going through the engineer course in 76. All we knew about him was that he liked corn. :D
