The U.S. Army gets to supply equipment. Contractors will do the rest. The U.S. State Department will run the show.

What could possibly go wrong?

Any statement that includes the phrase "blurring the line between . . ." makes me nervous.

This blurring of the lines was suggested by SecDef Gates to the state department. He laid out the case for the blurring in a piece for the May/June 2010 issue Foreign Affairs. That essay is available here (http://www.foreignaffairs.com/articles/66224/robert-m-gates/helping-others-defend-themselves). (FWIW, I find his discussion of SF problematic.)
