View Full Version : Schwarzenegger orders National Guard troops to Mexico border
Does Arnie know something? Of course it's only 1,200 troops.
(CNN) - California Gov. Arnold Schwarzenegger ordered a temporary deployment Friday of National Guard troops to the U.S.-Mexico border.
The order reflects President Barack Obama's efforts to secure the border, Schwarzenegger's office said.
Last month, the governor praised Obama's proposal to deploy 1,200 National Guard personnel along the southwest border of the U.S. Of those troops, 224 would be deployed in California for up to one year.
"The military forces deployed in support of this request will not be employed in a direct law enforcement role," Schwarzenegger's order said. The mission is scheduled to end on June 30, 2011.
It's not the first time Schwarzenegger issued a general order directing California National Guard personnel to the border. In June 2006, the governor sent troops temporarily to support federal efforts to secure the border.
Schwarzenegger's office has said the governor believes more Border Patrol agents are needed to reduce illegal border crossings, human trafficking and the influx of narcotics.

I'm thinking this is under the Title 32 call-up from BO and not state active duty. A source told me the EXORD called for the slow buildup of troops, but not all of them on AD at once, with the peak troop strength somewhere at the six months mark.

With the situation the way it is down there, they don't need to be in a law enforcement role. Defense of the border is what we need.
Electoral posturing

Arnold is leaving office after the fall elections!FWIW, this was my first thought too.
But could his order serve to energize the debate over immigration reform to help Ms. Whitman's candidacy?

The guard can't be deployed under Title 32 without the assent of the governor of that state.

My point is that the current governor could be also helping out fellow Republican Whitman with this order. During the primary, Ms. Whitman's main opponent ran a damaging political advertisement in which she laid out a reform policy similar to the current president's vision <<LINK (http://www.youtube.com/watch?v=AtYthqJH3_0)>>.
Gov. Schwarzenegger's order gives Ms. Whitman the chance to say "I'm all for tougher enforcement" of existing immigration policy and to appear closer to the right. (IMO, she, like Schwarzenegger are moderates.)
Meanwhile, Whitman's opponent, Jerry Brown may decry the order and try to link it to AZ's immigration law.
My caffeinated two cents.

But border security is in fact a law enforcement function. Fence hoppers are in violation of Federal immigrations laws. The National Guard could only hurl insults.
(Of course the interlopers probably don't know that)
I'm wondering WTF is going on with Arnie.
But I've always wondered that.

Bob, I wouldn't give it much thought. Austrians are always trustworthy! They've never made as much as a blip in history. :D

Political affiliations are always in play, however I would be more inclined to venture that the "Governator" has bigger fish to fry; Example: a seat in the Senate. Schwarzenegger says he has no interest but I for one do not believe it, after all he is a politician. Either way becoming more and more involved with immigration is going to stir the political pot a bit even if he doesn't intend to run.
Some loose change

IanFWIW, speculation in Hollywood is that Schwarzenegger plans to return to the movie industry <<LINK (http://latimesblogs.latimes.com/herocomplex/2010/07/comiccon-2010-expendables-stallone-willis-schwarzenegger.html)>>.
The way California politics are shaping up, the road to D.C. may need a stop in the TMZ first. Any serious candidate is going to need money <<LINK2 (http://www.economist.com/node/16319803/print)>>.

Could the Cartels, at some point, be deemed terrorist organizations? I do understand they aren't necessarily using terror as a political aim by definition, however the def. of terrorism is under great debate these days.
I've heard some talk on the streets in LA awhile back of gang members/associates getting swooped up and being charged by FEDS under the Homeland Security Act.
The specifics of the charge didn't seem important, just the fact that they were being charged under the HS Act was interesting.
Running this out further, high level gang members (Emé, etc) locked up in the Fed could connect with, say an Afghan drug lord that has been brought to the Federal System and then it would seem a new type of domestic criminal/terrorist hybrid organization could evolve.
Too outlandish?

The timing is curious, just before an election. I might what to see which legislative districts the units are coming from, and what the unemployment rate.
Getting 200 folks a Federal job with benefits in a high unemployment district might translate into a relatively high number of votes for one of Arnold s allies.http://www.professionalsoldiers.com/forums/images/smilies/wink.gif

National Guard Troops Headed to Border - Full Story Here (http://www.usatoday.com/news/nation/2010-07-19-arizona-guard-border_N.htm)
By Dennis Wagner, USA TODAY
National Guard troops assigned to the Arizona border will begin to arrive Aug. 1, and the federal government is sending other reinforcements to stem the flow of illegal immigrants and narcotics entering the state, Homeland Security Secretary Janet Napolitano said.
Napolitano announced that hundreds of additional Border Patrol agents and customs officers are being deployed to prowl the Arizona outback and operate inspection stations. She said Immigration and Customs Enforcement will open a new office in Ajo. And the Department of Homeland Security is sending a new team to Douglas.
"We are also reassigning major technology assets, including mobile surveillance systems, thermal-imaging binocular units, and trucks equipped with detection scopes, as well as observation and utility aircraft," Napolitano said in a guest column in Monday's Arizona Republic.
A government official, who declined to be named because he was not authorized to divulge details, said the secretary is assigning more than 300 Border Patrol agents and port inspectors to the Tucson Sector. In addition, 100 ICE personnel will be added statewide. The official said the staffing increases will result from personnel shifts and do not represent new positions.
He said six aircraft and dozens of mobile surveillance, thermal-imaging and other smuggling-detection devices also are being reassigned to the Tucson Sector.
The criminals are just going to hunker down until after the November Elections. What the hell, it's too hot down there now anyway. Might as well let the drug market find a new elevated level while the Nat'l Guard hands out water bottles. This is BHO's demonstration of how he's getting tough. Mambi-pambi, blah, blah, blah.
